The worst victim of this is the Windows start-up sound, which when loading Windows takes much longer and even sounds in a lower key! For a while I assumed perhaps my computer needed more RAM but adding more still did not resolve the issue, although otherwise it is running smoothly. only for it to happen again in another thirty seconds. This causes audio to warp and distort when it happens: it pops, slllloooo. It does this even with no applications running at all: a look at the "system performance" tab reveals the constant ups and down at regular intervals, even when the computer is left idle for long periods of time, spiking from 0-2% to 97-100% and back constantly. On average about every thirty seconds my cpu usage will go up to 100% for around ten seconds, and then shoot back down.
